Haridwar district was established on 28 December 1988. The district administration identifies Roshnabad as the location of its headquarters and major district offices.
Administrative areas
The official introduction lists Haridwar, Roorkee, Laksar and Bhagwanpur as tehsils. A tehsil, a development block and a town are different units; the place name alone does not tell you which is intended.

For an office visit, check the specific office address rather than assuming that every district service is near the riverfront or railway station. Old census figures and office directories should retain their original dates.
